Purchase a script

I would like to purchase a script to clean up scanned signatures.
The Problem: the surface of the paper or the scanner itself introduces "dirt" around the actual signature.
The Goal: remove the dirt without damaging the signature.

There may be a better solution but this is what may to work if I can get it scripted so it can be run automatically:
1. Reduce image to 2 colors (black and white). This seems to remove the greatest amount of dirt.
2. Remove white background and replace with a transparent layer.
3. Run "blur" to smooth out the jagged edges of the remaining black
4. Save as PNG

The challenge is this must be automated such that from the import of the image to the final saved version is a single click.

If nobody gets to this before the weekend, I will tackle it then (I wrote a similar script back around GIMP 2.0).

An example image would be helpful. Also, knowing what operating system and version of GIMP being used would not hurt.
