Part 2
Step 6:
Activate the freshly created layer mask of "neon-lines" with left-click on the layer mask symbol in the layer-box.
Now select white as your foreground-color and black as background color.
Apply a Bi-Linear gradient on the layer mask to fade out the left and right side of the neon-lines layer. Start in the middle of the picture and drag the gradient to the left.
Compare with my image on the left.
Step 7:
Duplicate the "neon-lines" layer 6 times.
Gaussian Blur the layer "neon-lines" with 12pixels.
Gaussian Blur the layer "neon-lines copy" with 10pixels
Gaussian Blur the layer "neon-lines copy#2" with 8pixels
and so on.
Do not blur the last layer on the top!
You will notice kind of glow-effect, on the scanlines.
But be sure to blur the layer, not the layer mask! Blurring the layer mask, does not have any effect :-)
Step 8:
Now, the final step: Change the layer-mode on all "neon-lines" layer to "overlay" and you are done.
Congrats!
if you want to see it in a bigger scale :-)
