Create the middle band of the crown much the same way as the crown, or (better yet) be even more creative than me, and add something fantastic.
When both paths are done you should have something like this:
Delete the white background layer if you have one such, and create
a new transparent layer. Now select the first path (Path 0 in my
example), and click "Path to Selection" (see previous page). This
outlines the path. Use the Fill tool (
) to create a gradient between two colors. Play around with
it. I used an orange an a yellow, and a bilinear fill.

Now fill the band much the same way with a new gradient of your own choice. The last trick is to select a brush like this

And use "Stroke path on each path. It is important to have selected the entire image before stroking, and not just the selection the path made. The brush has to paint outside that area.
Do this with a black on all paths. Make sure the brush is big enough. The smaller icon you want in the end, the bigger the brush needed. The '/' brush gives the fine marker look.
Scale the image down to the size you want and you are there!
